Hay un woman in the upper floor of the gate building that will trade your Slowbro a cambio de su Lickitung. I highly recommend not doing this trade unless you desperately want the max odds for the Casino lottery, since obtaining a Slowbro can be rather tedious; no podés obtain one in the wild, meaning that you have to level up a Slowpoke up to Nivel 37 to obtain a Slowbro.

The next gym is technically right here, on Route 18, but let’s check Ciudad Fucsia to the east first.
